Soak in water for 24 Hours after that in a paper towel for 24 hours then you ready to grow

Stunted??? What to do?Does anyone think these guys are stunted? I am a beginner grower. They are day 14 from seed, under a Viparspectra 450 on veg mode 18hrs a day. Germination soil and perlite only. Slow/stunted growthGrowth has been very slow the past 24hrs, almost stunted. Its start of day 17 and i watered until wet on morning of day 16. Almost all day there was no growth and cotyledons are starting to yellow, is this normal for this stage? what can I do to help growth?
