Might be a bad seed, they are not all that great. If you suspect a hermi and pollination then take off an older bud and look for a smaller immature seed inside it. When I made seeds the plants buds got really thick and sweeled as they where all filled with seeds. They also had a slightly different kind of pistil dry back vs none pollinated plants. Most of how the plant grows is all determined from its genetics. Some of it is nutrients and environment. but they are more so the network of delivering food and resources to the plant, its own genetics still dedicates how them resources will be utilized. If the other plants are fine and this one is shit. Its likely the seeds, but not always. In one o your pics the leaves look like they are reverse tacoing, draping down across the main vein in the leaf finger like curtains. This is a sign to me something is wrong with the roots, likely over watering and then rot set in from lack of oxygen. This can also dwarf a plant.

There's dozens of things that can cause your buds not to get bigger. More info would help. Otherwise I could be speculating too much. Strain/breeder, photo/auto, approx flowering time, container size, medium used, light intensity,number of plants,nutrients, seed/clone. Any one of these things could be why. Just having a 1000w light is not going to give you big buds. You could be growing some Colombian strain that flowers for 16 weeks for all we know.
