I would base it all off how much you have to work with. Typically i would not flip any earlier than 4 weeks, but aiming more for 7-8 week veg will definitely help with better yields.

Hey buddy, you can switch to 12/12 when you think you have one-third of the final height.Another is you can switch to 12/12 anytime you want, you can even start from 12/12 ( you can check out my diary, I start 12/12 from seed), The plant will only flower when they are mature enough.
