5000K or 6500K are very good for veg phase and 2700K or 3000K are ideal for flowering. If you want a mixed spectrum I would use half and half, I know many micro growers that prefer to do it this way, the bluer bulbs (5000K or 6500K) give frostier buds, but yield a little less (and you spend less on bulbs). I myself haven't tried mixing the bulbs yet. Just don't use cheap no brand bulbs. Phillips carry very good choices I use 6500K 10.5 watts and 3000K 13 watts Philips ones. As for the amount of wattage, 30 watts per sq ft is an accepted norm in the micro grow community regarding LED bulbs; you can get as low as 20 watt per sq ft and I've seen as much as 50 watts per sq ft. My first diary I was at 26 w/sqft and the last one was at 34 W/sqft and got 3 oz out of it (1.15 gpw).

Can't say i'm a micro grower, but I'd say the principal is the same just on a smaller scale. Light will still be one of your biggest factors on the final outcome, along with air flow and basic feedings. A efficient full spectrum energy saving light would be the 6500K Full Spectrum Energy Saving Bulb 15w ES (=75w) worth looking into at least and you can use a few of them (top light and sides, but one for veg to begin with.
