Those are absolutely stigmas/pistils which are showing the sexual maturity of the plant.. it means she’s female.
If it’s an autoflower plant, it has begin its preflowering stage and will start putting on flowers in the next 2-3 weeks.
If it’s a photoperiod plant - it means she’s mature and ready to begin flower when you are ready to flip.
This is definitely not just new growth, you can see the fibers that grow perpendicular to the main part of the pistil (it’s like hairs on the hair) that is the obvious sign for me that it’s female and/or preflowering.
