You can start plants on the window for a few weeks before they are big enough to go outside but you cant grow a cannabis plant on the window sill and get flowers off it. Its either time to put them outside in direct sunlight or get a LED light and put them under that as well for 4-6 hours after its been on the window sill all day. Ive seen some crazy guy in canada do that in a high rise building. But they are well past the limit of what indirect light behind glass can do for them.

They need direct sun, not just a sunny window and household glass will block many of the light spectrums that plants need to function. Life will be slow and a sruggle on the window sill and you have many, many more weeks before they are mature.

If photoperiods they won't change till sun light hours drop below a certain amount 12/12. Plus if they get artificial light from indoors hitting them that will mess their cycles up. They need total darkness less then moonlight to change. If autoflowers they will change on their own. Window grows really don't provide enough light is why your plants are struggling.
