As this is my first grow i just want to get other opinions and be more confident but i believe that this plant is starting to preflower... correct? Plants are at day 23 from seed but seem to be stunted from what i think was high light intensity during the first few days of life.

Yep, primordia/pre-flowers.
High light intensity will not stunt a plant, but excessive training can.
Welcome to the world of disappointment that auto flowers can be.....
If you are after high yields and predictable results, stick with photperiod plants.

Auto flowering strains and trainings should not be used together.
Only light LST accepted (bending plant on one side carefully). And mb cutting dead yellow leaves in the every end of a cycle.
Auto flowering strain haven't time to heal itself after stress he gets.
Or photoperiod, or no trainings at all.
