i can tell you those leaves dont look very indica to me. thin bladed leaves indicate sativa genetics usually. if theyre not transitioning as they should check your timer for malfunctions and if everything is alright on that end shorten it to 11 hrs on. thats my advice. also too much N.

shorten the light period to 11 on/13 off, some sativas prefer longer nights and transition in 4-5 weeks. also dial back the nitrogen a bit they look dark enough.

It is completely normal for small leaves to grow out from within the buds. I can not see any evidence of pollination or the beginning of any seed formation.

Definitely looks pollinated to me but still no diary or enough decent photos to be 100% sure but I'll say 80% chance you will have seeded weed sorry
