It sounds like you want to cram as much volume through while maintaining only 4 plants. I would serious look at your needs to see if you actually need that much production. Four plants ripening every 3-4 months is a lot for personal use unless Snoop Dog and Cheech & Chong hang out at your place a lot.
Why do you want to mix photo and auto plants? It complicates things because of the varying light schedules and I see no benefit to growing both types, especially simultaneously.
Also, why do you want to clone instead of grow from seed? There is no right or wrong answer but you do need to look at your needs and see if it's worth the extra work and space of cloning. If you are only allowed four plants is that four flowering plants or four plants total?
I have a room about the same size as yours. I set the room up as a "lung room" where I control the temperature and humidity. The lung room has a dehumidifier, heater, air conditioner and humidifier so I can maintain the conditions no matter the weather outside. Inside that room is a 3'x3' (90cm x 90cm) grow tent. When the tent's exhaust fan runs it goes through a charcoal filter and exhausts into the lung room and air is drawn into the tent from the lung room. I have a drying tent in another location. So, I'm using a small portion of the room for actual growing which allows the rest to be used for storage.
I don't mess with cloning as it simplifies things. No need for a mother plant, no need for a nursery area with it's own lighting and higher humidity and I avoid genetic drift by starting each plant from seed. For my low volume the cost of seeds is minimal. But, if you can't readily get seeds than cloning is a option to make one seed last for several generations. Cloning is also a good option for higher volume production where seed cost could become a problem.
Four plants easily fit into a 3'x3' (90cm x 90cm) tent and some people do even more. Do not use a net as it makes removing one or two plants more difficult. Instead of netting I do low stress training (LST) and tie the branches to the edge of the pot so they can be easily moved. This allows four different plants to be grown. If one ripens earlier you simply take it out and let the others continue. If you want more flexibility you could go with two tents. One on a 18 hour light schedule while the other is on 12 hours. In that case two of the narrow tents like 2'x4' or 20" x 36" could be used and save space. If you go with two tents I think I would opt for two 3'x3' or 4'x4' so you have the option of having all four plants in the same tent at the same time.
Many, many years ago I started out with stick built grow spaces using reflective film but now that there is a huge selection of good quality, inexpensive tents why build from scratch if you don't need to. I like tents because they are super easy, inexpensive and they work very well. They also are easily moved around if you want to change you layout . Tents also come with a second floor pan/tray to contain any spills or messes.
