Sure... you can lollipopo anytime really... though if it does actually re-focuse more resources to the top, it's better not to waste 'growth' on stuff that'll never develop buds (if you intend to prune it off anyway)... Even if you do 1 wave near beginning of bloom phase, you'll often have to remove some new growth bits before vege growth ends (~4 weeks from 12/12 flip give or take) It's just maintenance you keep up on... If yo don't remove too much at once, the plant won't be phased.. in some ways piece-mealing it can be better, but i've never had problems with the initial massive wave of cleanup.
