Still open question huh? The question people need are: If you are feeding, what is the NPK ratio? Seeing as this is in veg, we can ignore P and K and focus on Nitrogen. From what you posted, your lights are fine, your temp is fine, your humidity is good, so it comes down to two final things: Either PH is out of range (check the run off) And if the PH is good then you need to give it some Nitrogen. You're over saturating your medium... easy on the water when they're young. Deep and infrequent watering inhibits proper root growth.

Plant looks like it's starving for oxygen at the roots due to water logged soil. You need to dry that soil out or it's gonna get much worse and then die.

This isn't normal for any strain. Answer is your stupid idea to mix two different worlds, coco and soil. If you would scroll down questions, half of them (if plant is in terrible shape) are from growers who went for this stupid idea. In soil it would look like lockout, mostly from wrong ph On coco - imbalance of food and/or maybe ph swing too.
