I believe its either Thrips or Aphids, I feel more confident saying that its Thrips since Aphids tend to have a thicker body. I had Thrips before on two of my plants and I used a Neem Oil + Water mixture to treat my plants in the Veg. Phase. But just do a little research on how to get rid of them in relation to what Phase you are currently in with your plants. Hope this helps :)
