Find a site that shows the maps per month of the year. If you are getting at least 25 DLI you should grow at least okay buds. Less than that may get a bit larfy. It's not an exact line in the sand. Some trial and error with lower levels of light may be necessary. 35-40 will max out yield with ambient co2. Plants will adapt to mitigate excess light above that.
The other issue you need to look into is the length of night. Anytime your local sunset/sunrise is 10 hours or longer, it'll cause bloom phase to start. So, during the portion of the year that doesn't have a long night, you'd have to either cover the plants or grow autoflowers.
