I have one plant recovering from over watering and was wondering if there was a way to have this plant catch up in size to the other?

You are just at the begining of your grow=? i think so. and one plant is smaller because of overwatering? Hemp is very resiliant, and you have a few weeks to go until the end. There are many possabilities for the second plant. I see no big problem , if the plant was overwatered one time.

Give the slow plant time to dry out, possibly up the airflow around it and speed up its wet dry cycles.then just give it time and the regular good care and it should at least get back on track with flowering etc. It kay not get as tall but should still produce given happy conditions. Happy growing ✌️

nothing you can do bro, and anything you try will make it worse. Every action you take has ripple effects through time. anything you do in veg is an investment in the future. Anything you do in flower is basically the same thing... anything you try to do to "whip it" to make it go faster will harm it's production for sure. sorry for the bad news, but it's the truth bro.
