I currently have the secondary CFLs (2x65w) sort of below the canopy (see pictures) in an attempt to get more out of the shorter branches. Would I be better off moving them up towards the top or will the lower portion have some use for the light?

Well before i answer the Question, its no mistake to add some more light, if you can. Your Girls will be grateful and the Buds will develop better. So back to your answer. youve managed it to give her anice scrog. And personally me wont give some light under the canopy, If there are little flowers, pick them and let them dry.. always a nice "midtime" smoke. I would concentrate on the canopy flowers, and pick away the ones from the bottom. If they are quite near to the canopy, let them grow, they may grow much more. happy growing

Hey there, so there's nothing wrong with giving those bottom leaves some light to use. But the plant naturally puts more energy into the topmost buds, so eventually they may do more good higher up. The one thing I do see that can definitely help with making your buds the biggest they can be would be to go in and clean up the bottom of the plant of any branches/leaves etc that are draining energy and will just give you popcorn buds. You're at a perfect time of flowering to redirect all that energy by removing at least some things. Happy flowering ✌️

It’s growers choice on this topic yes the extra light under the canopy will help but the big focus should be toward the tips IMO. I’d trim the lower branches generally you get a lot of larf from anything under the main canopy. Like most flowering plants the biggest and best fruit is always at the top. It’s inventive if you can get the lowers up to match the rest of the canopy may work most of us home growers would clean it up so that the extra light could be used for the bigger buds up top.

Some LEDs above and 130w of CFL under looks like a great combo , your 130w of CFL will give light to the lowest buds and help them to develop. If you want to put these light above the plant then the lowest part will not receive enough light and it will be useless to keep them. Most of the growers are removing lower branches because their light is coming from above the plant but you are bypassing that classic way to grow by adding a light below so you will not have to are about light repetition or light penetration
