All of this of course depends on what light you have. I want 3 or 4 times as much light for flower. So, depending on how you sized your veg light you could be under powered. The plant(s) will grow but they won't live up to their full potential. If you are running more light than needed in veg then you might not be so bad during flower. In my office I have a lot of plants and I use Kind LED veg light bars. Even though the lights are specific for veg I have no trouble growing anything and I get tons of flowers.

It really depends on your light. If its a good LED with Samsung diodes and mean well driver, could get upwards of 2.5 grams/watt. Cheaper leds will be closer to 1 gram or less. If its an HID light will be around 1 - 1.5 grams per watt. I'm not sure on other lights.
