U have to look for white hairs growing (pistil). When u see those u know she is flowering

If she is just showing her sex by you seeing a few pistils here and there she's ready to flower. I would call her in flower when you see multiple pistils in a group starting the beginning of a bud. It looks like your having some 95 F days there. The high heat is stressing out her root system. If possible put her into a larger pot with out disturbing her root ball and bury the pot partially/fully in the ground to keep the root zone cooler. It's possible she's root bound in that small pot. Try to establish a wet dry cycle on her. Keeping her roots wet is effecting her ability to pull nutrients. Hope this helps you out.👍

You can consider that your plant is in flowering when you can see the 1st pistils on the plant stem. It will told you when your plant will be ready for ths flowering conditions ( feeding , etc)
