did you post this same plant a week ago? looks to mas as if it has no growth tip. it will grow another, but it will take a very long time.
stop choosing volume of water.. that's the wrong way. you water until entire pot is wet.. nothing less. you can figure out how much volume you need retroactively. you do not pick the volume. the pot size and medium does. this is unrelated to the lack of growth, but if you continue to do it your way, you will eventualyl cause problems for yourself...
the potting soil hopeuflly is not too hot. that thing won't need much nutrients until it has ability for new growth. stick to water-only, but any hint of paling of those cotyledons means you need to start slowly adding some fertilizer.
i'd suggest starting over if you have more seeds.. it might take weeks.
