the scraggily newer growth, even if it grows out of it, is a bit concerning. make sure pH isn't off... that is usually a trace element related symptom and it's rare to have an issue with trace elements in soil or soilless with proper hydro nutes for that matter.. so more often it is pH related.
sometimes, runts hppen... this is genetic.
overdosing P or K in vege can cause less internodal space, which results in a short plant with tightly spaced growth nodes.
the light can cause that same 'too-short' internode if too intense. if you think it is light related, simply raise light further from plants, and within a couple weeks should see it respond. the longer they've been hammered with too much light the longer it'lltake for them to snap out of it, and only the newer growth. older growth may elongate a bit, but less-so by comparison to any new growth.
So, eliminate possibilities with more knowledge available to you than what is given in the grow question and make the best educated choice you can make... it won't always be right, but being systematic about diagnosing it, taking notes and such, will only help the next time you face something similar. cause and effect... which cause is at the root of the effect you observe? always some guessing involved as we are not omniscient beings.
