I don't think your young shoot has stretched too much, it's good not to have the first branches very close to the ground. But if you don't want it to grow any further, you can move the lamp closer so that it doesn't have to go looking for it.
On the other hand, I don't know if you use starter pots, but you should wait until your plant is a bit bigger before transplanting it into a larger pot. When they're small, plants need less light, so in starter pots you reduce the surface area and so you can have much less powerful light to put just above them.
However, I think it's a bit too early to introduce wind to this plant before it starts growing.
