Some parts look like the beginning of WPM but if it does not wipe off easily it could be dried salts. Are you spraying the leaves at all with anything? The bottom side of the leaf does look funny. Almost pest like. White fly is what it sorta resembles but not well..Might need other pics. What was the reason you put DE on the plants? for pests? Looks like they still in veg so you can teat em with a more targeted pesticide if it is pests.

Diatomaceous earth (DE) is generally safe to use on leaves and won't damage plants, jus wash it off. Silica: DE is usually 80–90% silica. The pH of diatomaceous earth (DE) can vary depending on its use and form: Natural pH: DE has a natural pH of around 8.5. Alkaline pH: DE can have an alkaline pH of 9.21. Neutral pH: DE can be pH neutral and help maintain consistent pH levels. 10% slurry pH: DE can have a pH of 5.0–10.0 in a 10% slurry. Wash your leaves and carry on. Fairly slow acting so you will need to keep tabs on your ph going forward.
