Tie (or whatever your method is) an anchor in opposite direction that you bend the plant down and at base of apical meristem. If you shape the plant first to the point the tie down merely resists the plant's hydrostatic pressure, it doesn't have to be too stressfull on roots, plus anchor helps maintain position, which preserves roots over time. Hold the plant steady as you work.
If the plant isn't getting too woody, it's always safer to wait a bit longer. Those are likely pretty robust judging on size at 14 days.
