Proper height for T5 dual lamps from seedlings during sprouting stage

I now have my seedlings in solo cups and they are just breaking the surface, what is the height I should have my T5 twin lamps from the top of the cups? I have it currently at about 4 inches from the top of the cups.

I ran mine about 8” or pinky to thumb doing a hang loose sign for quick reference
