ahh... if you run bloom schedule lighting tehy will both flower, so they'll both be in bloom. if you give a long enough uninterrupted dark period, it flowers.
or, are you talking about some vege/bloom switch on light? you should just ignore that gimmick. use vege only early to save watts, but if it's properly sized for area, the bloom switch should be in use too unless it's too much light.
various wavelengths do have a statisticalyl significant impact, but it does not have a drastic impact. it is 10x more important you provide "max" DLI to your plant than worrying about exact CCT or SFD of your light. DLI is relative to environment, so 'max' depends on those variables. you observe plant to fine-tune this. dial back when you see light burn or other symptoms etc et.. take notes and it's easier the next time.
The only reason not to use a 'bloom' portion of a light with that option is if it's too much light over 18 hours. over 12 you need 50% more than before, so it may be useful in that way... it depends on more info than what is given here.
