My light is an LED sitting around 8.66inch (22cm) above my plants. The light is cool and no excess heat is reaching the plants, but is this still too low?

Does not seem like it. When the light is too close, the leaves, will curl upward and yours look fine.

LED or HID? You have stated HID at the top but are asking about LED.
