It's okay just to leave these spots alone. They do not affect light performance. - Do not disassemble, you may damage perfectly working lights.

rubbing alcohol does not conduct electricty. Something small enough to navigate between the diodes - a "Q-Tip" will work. Tto help someone else -- Why clean what is potentially some dried up oils or other organic material? It's a disease vector. Same reason you clean your tent walls after a grow. I've made grow lights. It's some 300v wire, a driver and led strips. They are incredibly simple things. No worries.

why you wanna clean it? What does it matter if there's some stains on the plastic? Just keep the LED's free of debris and forget about esthetics

Any time I’ve cracked open an LED it’s led to more issues. Doesn’t look like that should be an issue for you if it’s just a burn mark. If it’s from water condensation then there could be an issue down the road.
