It depends on which way your days are going.. That's really the most important thing... If your getting more sunlight per day then yes you can germinate a seed and plant it outside with 11 hours of daylight and if the light gradually increases at the right time she may just not flower at all... Or if it gets darker every day then,.. There is not really a point in planting her as there simply will not be enough time for her to grow.. 2 months at least.. 10-11 weeks from seed..
It will still grow normally, maybe a little slower at first with the less light. But, after a few weeks when she's mature enough it will start to flower. People who do this would call it 12-12 from seed. Nothing to worry about!
I think the plant will grow its normal life hood until it is ready to harvest.
As an example, i wanted to use plants that grow in ecuatorial regions. These type of plants grow with 12 /12 light periods. Sometimes in cloudy days day only get 10 - 8 of light.

She will bud. It doesnt need to be 12/12 exactly, especially outdoors. For outdoor, you really just need 8 hours of sunlight (as direct as possible). One hour will not give you a noticeable difference. Enjoy!
